The
Chesapeake Bay Chapter of the National Contract
Management Association (NCMA) inducted their
2014-2015 Executive Board on Tuesday, June 3,
2014, during the final event of the program
year. NCMA National President, Mr. Russ Blaine,
CPCM, Fellow, was on hand to present a
Certificate of Honor to current Chapter
President, Ms. Emily Harman, and recognize the
chapter’s growth, resurgence and
accomplishments.
“In the last 18
months, the NCMA Chesapeake Bay Chapter has
delivered on its core promise to
members:
fostering professional growth and educational
advancement and enhancing members’ professional
expertise in a non-adversarial environment. The
chapter has hosted multiple events, involving
industry panels and senior DOD acquisition
leadership panels, with increasing attendance,
continuing education events, webinars and social
gatherings. DOD civilian and industry furloughs
during the last year, sequestration, and
strained training budgets all contributed to a
difficult work environment to say the least, but
organizational policy and acquisition
regulations did not stop evolving. Contract
professionals’ roles are more important now than
ever; the NCMA Chesapeake Bay Chapter has
successfully provided affordable, meaningful
continuing education opportunities in the face
of these challenges. The new leadership’s
long-range vision looks to have more no-cost
membership meetings, soft skills promotion,
community service activities and continued
relevant educational opportunities when the new
Program Year starts in September 2014.”
The National
Contract Management Association (NCMA) founded
in 1959, is the world’s leading professional
resource for those in the field of contract
management. The organization, which has over
22,000 members within 112 chapters worldwide, is
dedicated to the professional growth and
educational advancement of procurement and
acquisition personnel. NCMA strives to serve and
inform the profession it represents and to offer
opportunities for the open exchange of ideas in
neutral forums.

- 2014 NCMA Chesapeake Bay Chapter Scholarship Presentation
The National
Contract Management Association Chesapeake
Bay Chapter's local, business-focused
college scholarship this year was part of
the St. Mary's County Business, Education
and Community Alliance (BECA) Scholarship
Program.

We are proud
to announce Susan Lombre was the very
deserving winner of our $500
Business-focused College Scholarship for
2014. Susan Lombre is a 2014 Graduate of St.
Mary's County Public School's Academy of
Finance hosted at Chopticon High School.

Her
additional High School honors include:
- Honor
Roll, 2010-2011
- Scholar-Athlete Award, 2012
- Science
Explorations Award, 2011
- SAT
score of 1120 out of possible 2400
- Weighted
grade point average of 3.2 on a scale of
4.0

Susan will be

Business &
Technical Approach to Risk Assessment
23 April 2014
The chapter would like to thank Mr. Garry
Newton for discussing business and technical
approaches to risk management. Mr. Newton
and event attendees shared experiences and
advice on having productive dialogue between
the technical community and contracts and
acquisition professionals.

Services
Contracting 3 April 2014 Mr. Fischetti discussed contracting as a
profession, the Contract Management Body of
Knowledge (CMBOK), the merits of CFCM, CCCM, and
CPCM certifications, and the benefits of NCMA
membership. Mr. Meade provided a DON Services
Contracting update. He emphasized the importance
of ethics and integrity in the contracting
process. Mr. Meade also discussed Better Buying
Power 2.0 to include achieving affordable
programs, promoting efficient competition and
improving tradecraft in services contracting.

about Bid/No-Bid decision making and challenges in
the local acquisition environment.

Special Election
Results 12 SEP
2013 After gathering
nominations, the NCMA Chesapeake Bay Chapter
Executive Council on 12 SEP 2013 held the required
special election in accordance with Chapter bylaws;
we are excited to announce we have filled both open
officer positions for the balance of the 2013-2014
Program Year.
We welcome
Ms.
Leona Charles as Chapter Vice President. Ms.
Charles is a seasoned professional with ten years of
experience having managed projects and teams in the
Manufacturing industry in the United Kingdom to non-
profit organizations in the United States. The range
of experience is vast having held Department of
Defense (DoD) positions in National Security to a
faculty position at the University of Phoenix.
Dedicated to creating sustainable Six Sigma
initiatives within organizations, Ms. Charles is a
dedicated and experienced source of knowledge for
clients and colleagues. Ms. Charles currently holds
an M.B.A from the University of Phoenix, a
Bachelor's degree from the University of Texas-San
Antonio and a Black Belt in Six Sigma.
Currently living and
working in Southern Maryland with her 3 children she
will from time to time try to sneak out before the
volunteer sheet gets to her!
We also welcome
Ms. Patricia Paul as Chapter Secretary. Ms. Paul
has 30+ years of government contractor experience
working for both Small and Large businesses
throughout the National Capital Region. Ms. Paul has
held positions in Desktop Publishing, Human
Resources, technical writer, and as a Security
officer. The last fifteen years she has performed in
Purchasing/Contracts. Ms. Paul has a Master's
Certificate in Government Contracting from
Georgetown University/ESI and an Associate of
Science degree from College of Southern Maryland.
She currently lives
in Waldorf with a strong desire to move closer to
her present position. She has three happily married
children and eight grandchildren (6 granddaughters
and 2 grandsons) ranging from 17 to 1 year of age.
Her children are the love of her life.
Ms. Paul is looking
forward to becoming very active in our NCMA Chapter.

Walter R. Graalman Award Announcement
- 2011-12
The Chapter has received the Walter R. Graalman
Award, Quality Level, for the 2011-2012 program
year. We are on track with our 2012-2013 goals of
increasing value to members, providing relevant
training opportunities, and fostering local
stakeholder communication, among others. This is
positioning us for Bronze or Silver Level
performance this year.
