Leona Charles,
President |
 |

Leona Charles is a
seasoned professional with ten years of experience
having managed projects and teams in the
Manufacturing industry in the United Kingdom to
non-profit organizations in the United States. The
range of experience is vast, ranging from having
held Department of Defense (DoD) positions in
National Security to a faculty position at the
University of Phoenix. Dedicated to creating
sustainable Six Sigma initiatives within
organizations, Mrs. Charles is a dedicated and
experienced source of knowledge for clients and
colleagues. Ms. Charles currently holds an M.B.A.
from the University of Phoenix, a Bachelor’s degree
from the University of Texas-San Antonio and a Black
Belt in Six Sigma. |

Travora Levasseur,
Vice President |
 |
 Mrs.
Travora Levasseur is a Contract Specialist
for the Naval Air Systems Command (NAVAIR)
in Patuxent River, MD. She is also a member
of the Naval Acquisition Development Program
(NADP). Travora’s professional background
ranges from working for a diverse range of
organizations, as well as serving over 6
years in the United States Army. These
various positions have afforded her a unique
perspective on leadership, professionalism,
and life. Mrs. Levasseur received her
graduate degree, Masters in Business
Administration (MBA) from Florida Institute
of Technology, and a Bachelor of Science
(B.S.) from Florida State University. During
her free time Travora enjoys spending time
with her family and cultivating her
photography skills. |

Sonja Scott,
Vice President Events |
 |
Ms. Sonja Scott serves
as Contract Specialist for Naval Air Systems
Command, Patuxent River, Maryland. Upon joining
NAVAIR team, Ms. Scott had a wealth of experience
with Department of the Navy, at Joint Base
Anacostia-Bolling in Finance, a subcontracts
professional with Naval Sea Command, Washington Navy
Yard and a Cost Analyst with Department of Veterans
Affairs. Ms. Scott has received recognition and an
award from the Secretary of the Navy for Superior
service at the Washington Navy Yard in 2013; she is
also a member of African American Pipeline Advisory
Team. Ms. Scott currently holds an M.B.A. from
Strayer University for Government Acquisitions, and
a Bachelor’s degree from Park University in
Psychology. |

Tonya Lee,
Secretary |
 |
Tonya Lee is currently a
Buyer at Southern Maryland Electric Cooperative (SMECO).
In 1999 she worked for General Services
Administration (GSA) as temporary employee in the
Office of Small and Disadvantaged Business
Utilization (OSDBU) where she began her learning and
passion for small businesses and contracting. From
there, positions at Georgetown University added more
experience working with vendors as an Analyst in the
Procurement Office. Working in procurement has given
her the opportunity to learn various aspects of
contracting from working directly with the vendors
and establishing relationships, to working on
proposals from office supplies and furniture to
tools and vehicles. Gaining a Professional
Management Certificate from Georgetown University
and several college courses in Business
Administration, she has and continues to develop her
knowledge base in the contracting and procurement
field. |

Lisa Katzenberger,
Chapter Treasurer and
Director of Website & Publicity |
 |
Ms. Lisa Katzenberger is
a Sr. Contracts Administrator with ManTech
International Corporation located in Lexington Park,
MD, and has been a member of NCMA since 2013. She
has nine years’ experience in contracts
administration and has been with ManTech for over
eight years, starting her term with ManTech as a
Procurement Manger/Senior Procurement Official. In
2013, Ms. Katzenberger received a Master’s
Certificate in Government Contracting from George
Washington University School of Business. She comes
from a background of more than 15 years accounting
and administration experience in residential and
commercial construction, manufacturing, automotive,
education, and health care industries. While
attending Frostburg State University, Ms.
Katzenberger served with AMERICORPS as a teaching
assistant with the Maryland Department of Juvenile
Services. She is a free-lance artist and
photographer. |
